This is because not all children will need help all through their school life. However repayable to different progress rates amo ng children, teachers should organize their lessons so as to assist those who have unique difficulties. These traits make norms of a society. This culture achieves its dominance through the control of social institutions such as communication, educational institution, artistic expression, law, politics and business. In fact, different great deal in the society view children and young people in need of special educational needs differently depending on their norms and culture (STONE, 1995).
